Agriculture Technology Division

 

Introduction
Main Agriculture programmes being implemented to cover the fields related to agriculture technology and natural resources management through out the island are co-ordinated by this Division functioning under the supervision of Additional Secretary (Agriculture Technology). Agriculture Technology, Natural Resources Management and Project Division are coming under his supervision. The functions and responsibilities of the Division are as follows.
Activities

To carry out research on main crops with economic value, improvement and expansion of those crops, implementation of Plant Quarantine Programmes, certification of seed and planting material production together with the Department of Agriculture.
ii. Identification of modern technology required for fulfilling targets in agricultural development while facilitation for implementation of suitable agricultural policies and making arrangements to fulfill requirements in disastrous situation occurred in the field of Agriculture.
iii. Taking necessary steps to strengthen the legal framework relating to the field of agriculture.
iv. Recomending tax concessions granted as per regulations made under the Income Protection Act in respect of agricultural input and equipments.
v. Co-ordination of all matters relating to agricultural technology in all institutions operating under the Ministry.
vi. Formulation of policies and programmes applicable to the natural resources  management.
vii. Environmental Impact Assesments on various development projects.
viii. Regulation,Co-ordination and Supervision of agencies of the Ministry with regard to the implementation of policies connected with natural resources.
ix. Forwarding project proposals received from various institutions under the Ministry to funding agencies and following the approval handing over the same to implementing agencies and to follow up in their implementation.
x. Building relations with foreign countries and international agencies and maintain foreign relations to be advantages to both parties.
xi. Provide information relating to various international trade agreements and co-ordinating those related to the field of agriculture.

 

Main Units Under the Division

Project Division

Introduction

This Division functioning as a Unit under the Division of Agriculture Technology is responsible for,

  • Development and submission of project proposals received from various institutions under the Ministry of Donor Agencies, and following the receipt of approval entrusting the same to implementing agencies and follow up.
  • Establishment of relationship with foreign countries/ International Institutions while maintaining foreign relationship to be advantageous to both parties.
  • Supply of information on International Trade Agreement relating to international trading and co – ordination of the same with regard to the field of agriculture. 

Programmes being implemented under this Division

The project Division is functioning as the National Coordinating Unit of the Technical Co –operation project for minimization of the post harvest losses of Horticulture crop cultivation funded by United Nations Food and Agriculture Organization (FAO). The implementing Agency of the project is the Institution of Post Harvest technology (IPHT). Under this Project various activities on reducing Post Harvest losses of selected vegetable and fruit crops with bean as vegetable crop and banana as fruit crops. Individuals at various levels are trained on the reduction of post harvest losses while developing training skills of trainers. In addition various programmes are being implemented to establish and maintain post harvest management chains.    

Asian Food and agriculture Co –operation Initiative (AFACI) is also an International Organization established in 2009 to build Co –operation of food and Agricultural activities in Asian region. This Organization 10 member country since inception Sri Lanka has been its member country. Under the patronage of AFACI 11 research projects are implemented by the Department of Agriculture under financial and Technical assistance of the Korean Government. Research officers in charge of the project (Principal investigation) attend to progress review meeting held in various countries. Whereby facilitating for member countries including Sri Lanka to gain access to modern technologies.

The Africa-Asia Rural Development Organization (AARDO) is an International Organization consisting of 29 member countries, committed to rural development. We had the opportunity to obtain its membership in the latter part of 2013. We were able ensure the participation 24 officials in various overseas training/ workshops in 2014. In addition an International Workshop with the participation of 16 senior officials from Asia Africa region was held in Sri Lanka under the theme climatic change and agriculture.

Asia productivity Organization (APO) is another important organization established to increase the productivity of countries in the region and it consists of 20 member countries. The Ministry of Agriculture is responsible for organizing training workshops, training progrmmes and seminars etc, relating to the field of Agriculture of this Organization. Accordingly international workshop on promoting partnership to develop local agriculture and food industry was held in Sri Lanka in 2014 at which 24 high ranking representatives from 14 countries in Asia Pacific region attended.

Korea project for International Agriculture (KOPIA) was established in Sri Lanka through MOU signed between the two countries. At present it provides technical and financial assistance 05 research projects in the field of Agriculture.
